Here is a link to my mildly optimistic article on America’s water supply challenges, Coping with Water Scarcity, Risk & Uncertainty: Resiliency & Hope, which appears in the latest issue of the Texas A&M Journal of Real Property Law.
The grounds for my optimism are three: prices, markets, and technological innovation, the latter relating to water reuse and recycling. Again, my sense of hope and optimism relates to water quantity. I am less confident about our ability to address our present challenges to water quality which are land-based and relate to everything from row crop agriculture to impervious surfaces.
